Job Title: Logistics manager

Contract: Full-time, 12-month fixed term contract (possibility of extending, dependant on funding)

Location: Menongue, Angola

Salary: Competitive, dependant on experience

About The Role:

HALO is seeking to recruit a Logistics Manager (LM) to support the deployment and equipping of HALO’s operational team across Angola. The Logistics Manager is a member of the programme’s senior management team. They are responsible for managing the programme’s logistics department, working alongside the programme’s operational team, providing exceptional delivery to support our operations, and those of our partners in country.

The LM will oversee all aspects of logistics on programme, liaising with HQ logistics in the UK for procurement and quote selection, and coordinating with other global programmes, suppliers, and partners where necessary. They are responsible for ensuring all logistics functions are carried out in compliance with HALO’s policies, contractual obligations, and national regulations. The LM is responsible for the strategic leadership of the logistics team, building the capacity of individual team members and enhancing the systems and structures to ensure robust and timely support to the programme teams, supporting the programme to meet obligations and deliver successful projects.

The LM is responsible for ensuring that the right systems are in place, monitored and improved as necessary, and that the logistics team is resourced appropriately. The LM will ensure the department is able to provide dependable support to our complex operational needs across the country.

About Us:

The HALO Trust’s mission is to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines and disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs). HALO’s work in Angola supports community resilience post conflict, with a focus on women’s empowerment and environmental conservation.

HALO has been working in Angola since 1994, and now employs over 1,400 staff working in demining, explosive ordnance risk education, weapons and ammunition management, women’s empowerment, and conservation. There are over 70 different types of landmines in Angola from an estimated 41 years of minelaying during the war for independence and civil war which persisted from 1961 to 2002. The programme currently has twenty ongoing contracts from a diverse set of donors, including institutional, private, and corporate for projects across HALO’s three Strategic Goals. As a signatory of the Ottawa Treaty, HALO supports the Government of Angola in reaching its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use across the country.

This is a great opportunity to join a programme with a strong team, many of whom have worked for HALO since the early nineties and have a wealth of experience to learn from. There is also a dynamic team of international staff working on the programme, to support operations working across the vast and varied landscape of Angola.

General Responsibilities:
  • Manage the logistics department, ensuring staffing and systems are fit for purpose and identifying areas for improvement.
  • Coordinate with operational and other programme departments to plan and initiate routine and ad hoc procurement, based on need and according to donor obligations.
  • Safeguard compliance with internal, national and contractual obligations, ensuring a strong audit and accountability trail.
  • Lead the transfer, delivery, and distribution of equipment and supplies to teams and locations, ensuring staff are adequately equipped and supported.

Requirements

  • Extensive experience in logistics management, preferably with global or regional scope in the humanitarian or development sector.
  • Logistics training, with experience in operating multi vehicle logistic depots and warehouses.
  • Ability to manage workload effectively, with competing priorities and frequent interruptions that require urgent attention.
  • Proven experience leading and managing teams, building capacity and an inclusive workplace.
  • Experience in leading and working effectively across cultures and language barriers.
  • Ability and motivation to work in a challenging environment, and to live and work in close proximity to others.
  • Valid driving licence (Large Goods Vehicles a bonus),
  • Exceptional organisational skills.
  • Advanced Microsoft Office skills.
