About Us
The HALO Trust is the world’s largest and oldest international humanitarian mine action charity. Our mission is to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines and the disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 10,000 staff across 28 countries and territories.
HALO has been working in Angola since 1994 and now has over 1,400 staff working across five provinces. The programme currently has 17 ongoing contracts from a diverse set of donors, including institutional, private and corporate for projects across HALO’s three Strategic Goals. As a signatory of the international convention on the ban landmines, HALO supports the Government of Angola to comply with its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use.
This is a great opportunity to join a programme with a strong team, many of whom have worked for HALO since the early nineties and have a wealth of experience to learn from. There is also a dynamic team of international staff working on the programme, to support operations working across the vast and varied landscape of Angola.
About the Role
HALO is seeking to recruit a Programme Officer (PO) who will support HALO’s growing projects and stakeholder management team in Angola. The PO will directly report to the Donor Relations Manager and work alongside other POs across the programme. The PO is responsible for coordinating with direct delivery staff to monitor donor contracts, drafting high quality reports and supporting donor engagement efforts, while also raising concerns proactively to the DRM and other senior managers as necessary. They will contribute towards the development of strong proposals that draw together lessons learned from previous projects, and identify partnership opportunities to maximise the impact of our work.
The PO will also be responsible for directing the Monitoring, Evaluation, Accountability, and Learning (MEAL) team(s) to collect socio-economic data, and will analyse data to understand and measure impact.
This role will be based in Menongue Angola. Programme Officers are based in the programme’s operational locations in either: Menongue, Cuito Cuanavale, or Benguela with an opportunity to expand as the programme grows into new locations.
